Japan’s fax problem is well-documented. What’s less documented is how to actually get rid of it.

The standard take goes: Japan uses fax because of culture, because of regulation, because of legacy, because of risk aversion. All of this is true. What’s missing is the practical question: if you’re a Japan SME that’s currently dependent on fax and paper-based workflows, what does the migration actually look like?

This post is that migration path.

First, be honest about why the fax is still there

Before migrating, you need to understand what the fax is actually doing. Most fax dependencies in Japan fall into one of three categories:

External requirement. Your clients, vendors, or government agencies require fax as a submission method. This is the hardest category — you can’t unilaterally move these parties to email. It’s also less common than people assume. Many “we have to use fax” situations turn out to be “we’ve always used fax and nobody has asked if we could change.”

Internal habit. Your team uses fax because they’ve always used fax. The knowledge of how to not use fax doesn’t exist internally. This is the easiest category to address — it just requires training and tool replacement.

Risk management theater. Fax is used because it produces a confirmation that the document was sent — something email historically hasn’t. This is a legitimate historical concern that e-signature tools and email delivery tracking have largely solved, but many businesses haven’t made the mental update.

The migration strategy is different for each category. Start by categorizing which type of fax dependency you’re dealing with.

The migration path: internal processes first

The fastest wins are internal. Any fax or paper-based process that involves only your own team is immediately migrateable.

Physical signature capture: Replace with an e-signature tool.

For Japan-domestic legal recognition, CloudSign is the most widely accepted e-signature platform among Japanese companies. It’s built specifically for the Japanese legal context and is recognized as legally equivalent to a physical stamp (hanko) under Japan’s e-signature law for many document types.

For documents with international counterparties, DocuSign or Adobe Acrobat Sign are the standard choices.

Internal approval workflows: Replace with a task management system or a dedicated approval workflow tool.

The typical pattern: someone drafts a document, prints it, puts it in an in-tray, waits for someone to sign, scans the signed version, files the scan. This entire chain can be replaced with a Notion form + approval workflow, or a dedicated tool like Approval Studio or the approval workflow features built into Slack or Teams.

Document filing and retrieval: Replace paper files with Google Drive or a document management system.

Most businesses doing this migration find they’ve been recreating paper-based folder structures digitally — which works fine. A shared Google Drive with a consistent folder structure handles 90% of document management needs for an SME. For regulated documents requiring version control or audit trails, something like Confluence or a dedicated DMS adds structure.

The harder part: external fax dependencies

If you genuinely cannot move a particular external party off fax — they require it, it’s written into a contract, it’s a government body — the answer is not to keep a fax machine. It’s to use a fax-to-email service.

InterFAX, eFax, and RingCentral Fax all offer services that receive incoming faxes and deliver them as email attachments, and allow you to send faxes from your computer by uploading a PDF. Your external counterparty sees a normal fax. You never touch a physical fax machine.

This is the right approach for most “we have to use fax” situations. You’re not eliminating fax — you’re eliminating the physical machine and the paper-based workflow around it. The counterparty doesn’t know the difference.

Cost: typically ¥2,000–5,000/month for a full-featured fax-to-email service with a Japanese phone number. Far less than maintaining fax hardware and a phone line.

Addressing the hanko problem simultaneously

Fax migration and hanko (physical seal) migration often need to happen together, because both are used as authentication and approval mechanisms.

Japan’s e-signature law and the government’s push toward digital administrative procedures has accelerated hanko alternatives. CloudSign, GMO Sign, and BtoBプラットフォーム契約書 are the main platforms competing in this space for Japan SMEs.

The practical reality: for contracts with Japanese domestic parties, asking to switch to CloudSign is increasingly normal. Many Japanese companies are actively looking to move off hanko workflows. You may find your trading partners are relieved rather than resistant when you propose it.

The invoicing overlap

Any paper-to-digital migration in Japan now has to account for the インボイス制度 (Invoice System) that took effect in October 2023. Your invoicing workflow needs to:

  1. Produce invoices with your registered number (登録番号)
  2. Support electronic delivery in a format that satisfies the buyer’s recordkeeping requirements under the system
  3. Where required, produce invoices in formats acceptable for e-invoice submission

The first two phases can happen in under a month if you have a clear plan and someone driving the process. The last two phases are ongoing — you migrate external parties as opportunities arise (contract renewals, new relationships) rather than trying to flip everyone at once.

What this actually requires

The migration itself isn’t technically complex. The bottleneck is almost always organizational: someone has to own it, communicate it internally, and actually manage the counterparty conversations when they come up.

Without a named owner and a clear timeline, paper-based workflows persist indefinitely because they’re not urgent enough to fix right now but always need to be fixed someday.
